Oregon Office of Emergency Management
Oregon's Office of Emergency Management (OEM) works with various private and public partners in the coordination of response and recovery actions to serious emergency incidents. The agency develops plans, training and exercises to prepare for such events. OEM's planning efforts use an "all hazards" approach, and do not generally focus on any one particular event scenario or on privately owned assets such as the Kinder Morgan Pipeline infrastructure. As a result the agency has no actual plans developed specifically to address an incident with the Kinder Morgan Pipeline. However, OEM has developed and maintain an Emergency Operations Plan and an incident annex on oil and hazardous material incidents, that would be applicable to any type of emergency that falls in that category.
